In many states that have provisions for Statewide Referendum Legislatures routinely place on the ballot issues that are controversial, (such as a two year moratorium on executions), for the electorate to decide.
This petition is requesting that the Texas Legislature allow the majority of Texans to decide, at the polls, whether there should be a two year moratorium on executions while an independent commission examines the fairness of the capital punishment system in Texas.
A Statewide Referendum would allow democracy to take place and a decision to be made at the ballot box.
Polls show that a majority of Texans support the concept of a moratorium on executions so that the fairness of the system can be examined. Polls also show that a majority of Texans believe that an innocent person has been executed.
