Information and Petition

This country is in a serious energy crisis that must be solved by the Government and/or by the people. While gasoline prices have temporarily decreased, we may look back next summer and fondly remember $4 a gallon.

This energy crisis has caused a significant increase in the price for almost every product on the market such as food and clothing, causing many to go without much needed health care and other life necessities.

In 1974 the United States imported 24% of our oil. Today the United States imports 70% of our oil. "At current oil prices we will send $700 Billion out of the country this year alone - that's four times the annual cost of the Iraq war." (Source for this paragraph is T. There are 5,000 American Independent Companies that explore and drill for oil and natural gas. (Source: Independent Petroleum Association of America, www.ippa.org) These American Independent Companies produce a significant percentage of the oil and natural gas in the United States. These American Independent Companies work quickly to produce oil and natural gas and are only hindered from greater production by limited funding.

The companies that represent "Big Oil" are significantly slower in producing oil and natural gas. In fact, there are 68 million acres that are presently leased to oil companies by the Federal Government that NO production of oil and natural gas is occurring on (CNN, June 19, 2008).

While Congress has, at least temporarily, removed the restrictions on drilling for oil and natural gas in U.S. coastal waters and wilderness areas, two problems remain.

FIRST: Congress can at any time reinstate the restrictions on drilling for oil and natural gas in U.S. coastal waters and wilderness areas.

SECOND: "It will still take years before even the first lease is granted [to drill for oil and natural gas]. And in the mean time, a new President could reinstate the ban with a stroke of a pen [The President can reinstate the ban by Executive Order without any action by Congress]" (CNN, September 25, 2008).

Further "The Interior Department’s Minerals Management Service, which would lease and manage offshore energy production, says the process of completing environmental reviews, holding lease sales, conducting geologic studies and building new infrastructure means it would be five to 10 years before any new offshore drilling could actually begin. Meanwhile, Democrats and environmental groups are already marshalling their forces in hopes of working with the next administration to impose limits on the drilling" (Congressional Quarterly, September 26, 2008).

Therefore, we believe that the Federal Government should immediately issue Federal Leases to permit drilling for oil and natural gas in the areas that Congress has removed restrictions for and Congress should provide certain assistance to the 5,000 American Independent oil and gas companies or these issues should be voted on as National Advisory Referendums.

Should the Federal Government immediately issue Federal Leases to permit drilling for oil and natural gas in these areas?"

By submitting this form, I am signing a petition requesting that Congress pass Legislation to place on the Ballot a National Advisory Referendum Question which would state: "Should the 5,000 American Independent oil and gas companies be considered for low interest loans and possible grants by the Federal Government if they contractually agree to drilling for oil and natural gas in a limited period of time? (All oil and natural gas would be sold in the United States)"

(States would receive appropriate royalties. All oil and natural gas would be sold in the United States)"
